Ok. I may be mistaken, but I once heard from a bakery manager in Geula that it was mandatory to have rabanut, and after a lot of "fighting" (not sure if that's the right word for this) they managed to get away with "only" batatz and not also rabanut.

The law that you may be referring to is that in order to call yourself kosher or advertise as such you need to have a certificate from the Rabbanut, even if you had one from one of the organizations that actually ensures your food is kosher.
