A cult doesn't necessarily need to benefit a central figure. The cult rules can also be enacted to protect the organization as a whole.

AFAIK the Satmar Rebbe ztz”l was against pastimes that can get carried over into adulthood; hence biking, sports, etc were not allowed.
Once past bar mitzvah boys do not ride bikes.

This reasoning was famous for sports, "מען וואקסט עס אריין, נישט אויס", never heard that for bikes and it can't really be called a sport. Not even clear if it was from the Rebbe himself.

Are there more pedestrian car accidents in areas where women aren't allowed to drive?

There was an accident in Lakewood yesterday, a young girl was killed while crossing a very busy street (perhaps can even be called a highway) with her mother and sister in the late evening. I very often see chassidish women walking (with kids and pushing strollers) on the most unsafe roads. And I'm scared for them.
