There are two ways to explain אשה כשרה עושה רצון בעלה:

An אשה כשרה does as her husband wants.

Or

An אשה כשרה creates the רצון of her husband.
I've been waiting over 5 years with bated breath for someone to say that!

I've heard it being said both ways. The Gemara seems to side with women having more influence over their husbands' level of observance
Thats refreshing to hear especially after all this are women allowed stuff lately.

Can you clarify the question?
Are you asking who is more pious, as in which gender is more connected to g-d?
Or who keeps more of the commandments?
If your question is the later, I dont really understand how you expect there to be an answer or for anyone to really know. Also,  why do you assume one gender is more "observant" than the other, gender shouldn't play much of a role in level of observance.
 I'm sure there are some women that are more observant than men and vice versa.

True.
Though I'd say in general in the orthodox world girls can be considered 'good girls' with much more leeway than boys can.

It depends on what sort of community you live in also. Whether it's modern, yeshivish, Chassidish etc

actually I think it is much easier for boys to be considered "good boys" then girls and its even easier for boys to rehab their image than girls. boys can get away with more than girls can and still be considered good. or at least that is how it was when I was younger

And with certain things they do get away with more. Within certain groups though like the Yeshivish community for instance I still think girls have more wiggle room than boys.

It used to be that way, not so anymore.
You should see the list of rules that the camp my niece is going to has, if you call that wiggle room, I dont want to see what you'd call restrictive.
