They closed my best buy account twice and they told me that any account that I open up in the future and they can link it to me will get cancelled because I violated the my best buy terms. Even though it wasn't directly violated it's up to their sole discretion to cancel accounts.
Word of caution. They are letting orders of the gift card process, however if they link it to a billing address that did the promo they are processing the regular EGC without the promo.

I made two separate orders one with the promo gc and another with the egc, got both of them to ship.
I'm referring to ordering the EGC. I have done many. Usually it either goes through or is cancelled this is the first time I've seen it go through and just not honor the promo.

How do you know they didn't honor the promo
It usually shows the order with the $450 EGC going to the email you sent it to, and then the promo EGC to be delivered to you at a later date. This confirmation did not.

you could know for sure if you check the order email and see what it says by "purchase total" and "you paid" if you are getting the bonus then it will include the bonus EGC into your purchase total. Example a $150 EGC says purchase total 165 you paid 150

Ah. So I got those emails and it says total $545, and charge $500. I do $500 because they cancelled two of my orders that I made for $450
You order the $450 in one GC or 3 separate GC?
