Advice for new credit card for miles

Hello all. I'm sure it's been covered before, but I'm having a tough time wading through old posts. My parents are looking for a CC to help them travel. Domestic from NYC to Chicago, and international to Israel. Primarily have been flying AA to Chicago and ElAl to Israel, but willing to change if they can get better offers and/or value (although I suspect they still may want to stick with ElAl). If it matters they have been flying business, but more for the legroom than the benefits.

How have they been flying business? Do they book award tickets usually?

Occasional upgrades with miles I think, but other than that just buying them outright. They are Matmid and Aa members, but no connected cards.

Is ELAL usually cheapest in business?

How much spending are they doing approx?

Trying to figure out if they'd be better with a cashback card, a miles card, or something like a  Chase Sapphire with points that transfer to airlines while being able to cash out also.

Not sure about cost of ElAl business, but they like flying it and would prefer to stick with it.
Figure 2 trips each year to each location (Israel and Chicago). Annual spending at least 30K.
