Seems not to be active in MA. I just bought 6K VGC to maximize FR, and there was no mention in the circular or on the receipt of any credit.  Too bad.

Its a coupon. you need to load it to your account. check the app. Also doc got it wrong its on the current purchase, not the next one.

Not exactly; you have to buy at least $15 of regular items in the same transaction. So after you add that amount, $15 comes off.
