Looks like the airlines won't allow in J on a 77W, due to the angle of the seat. Is this for the whole duration of the flight, or just taxiing, takeoff & landing?

Basically, will they allow a lap child during those times but the rest of the flight can use the car seat? No worse than a lap child squirming in your lap to sit the child in the car seat midflight.
