Registering a car in NY

Bought a car from a private seller in NY last week. It looks like I need form DTF - 802. Seller didnt sign, says he only needs to sign if its a gift. Is he right?
Planning on going to DMV with just signed Title and unsigned by seller form DTF - 802. Is that good enough?

all u need is a signed title

You need both as well.

Yes, it needed the signature of the seller.

It was not a gift.

I went to EZ- Drive in Monsey, they know what they're doing. They charge a small fee, and they take care of it for you. And they told me it must be signed by seller.

It could be that my purchase price was considered below market value. I got a very good deal on the car.
