Does anybody know if a US citizen living abroad can apply for TSA Pre/Global Entry?
They have a US address of a relative in the US, but the person applying doesn't actually live there.

Sure, that shouldn't be an issue.

But you do need to go to a location with a global entry office as part of the enrollment process (the vast majority of which are located in the USA)

Yes create a login, the old one will have expired, and reapply, it will have your info, you just need to update

Just use the foreign address. There are no restrictions on the GE website pertaining to US citizens living abroad, so why lie?

I'm trying to reapply for GE with a "last name" change. I read online that the way to change the last name is by just going into any center and showing proof of the name change. Right now I am reapplying and don't want to have to go in. Any suggestions for the best way to proceed with this?

The only thing I can think of is to start a new application, but I don't want to have to end up doing through the whole interview process...

You have to go down for a name change. No appointment needed (passport name must match GE)

Last time I reapplied I did not have to go in for an interview and just got back on the program. I’m nervous that if I would start a new app then I would need to do the whole process of going down for the interview.

A new app (under a new name) you definitely have to go down for an appointment, so not sure what you are trying to gain
