FWIU they do not get involved in Israeli hechsheirim. There are a few randomly listed on their website, but in general they stay away from the Israeli scene.

So an Israeli hechsher not on their list doesn’t really mean anything.

Seems highly unlikely to me that they would research Efrati which is primarily a fresh produce hechsher, but not other IL hechsherim that are widespread on manufactured goods that get exported.
(Seckbach AFAIK gives hechsherim outside of IL, the MI address is just a mailing address IINM, unless I'm confusing things)

Are the rest so mediocre that they didn't make it on that list or they just didn't cover everything since there are the large reputable ones available all over. I'm sure there are some that are anytime as good as many of the ones approved in the US.

I definitely don't expect them to have a comprehensive list of all "small" good "generally acceptable" hechsherim in EY. (Like local hechsherim in non tourist towns like Achisamach, or Charish...)
The larger more widespread "in demand" hechserim, especially in touristy cities like JLM? Once they give a list of any sort, an omission is a rayusa.
Any Israeli hechsher common on products exported to the US? I would expect them to do the research to decide if it is acceptable be on their list.

That's just my expectation as a consumer.

It’s easy for them to list those as good. Anything less then top notch they stay away from opining on, in general. Aside from a few random ones they looked into for whatever reason.

There are literally 6 IL hechsherim on the list. Of them, unless someone will correct me, one bechlal doesn't give hechsherim in EY.
Unless you are referring to the entire premise of the list?

Either as you say or that of the ones they checked out none were perfectly acceptable.

Interesting. I remember hearing an IKC lecture that stated the opposite. They claimed that the OU system is more robust than the Israeli ones. The claim is that some Israeli hechsherim have more chumras but almost no over site.Obviously the IKC will bee tilted more towards America though
