I am currently inn Tel Aviv and the places I found were all Machpud.
Regina (high-end meat)
Lechem Basar (high-end meat) called Meat and Eat in English
Cafe Cafe (mid-range dairy)
Piano Piano (high-end dairy?) next door to Lechem Basar
Furman's Pizza? (low-end dairy) close to Cafe Cafe

I would eat anywhere Rabbi Kuber recommends. Barring that, we got Badatz, Rubin, Sheeris, Landau, Kehilos if it has ZNT.
Ask Rabbi Kuber about Regina in Tel Aviv, IIRC Rabbi Weiner recommends it.
