Probably part of the reason.
Another probability; things are less under control in camp. The directors don't even know exactly who's who. So there's got to be much more supervision.

Where I am, bussing during the school year is from the district. Camp is private. District probably doesn't want to pay. Doubt camp pays them much, if at all.

Very probable they are the counselors / junior counselors of whatever camp runs that bus. So they are just doing part of the regular job requirements, not getting paid anything extra.
