Because unsecured debt is unsecured debt.  That 0% offer is great for you and you have every intention of paying it back responsibly.  But things happen.  Kids get cancer, family members die, cocaine habits are formed or reappear, people get hit by buses, recessions come, companies go BK.

Unsecured debt is a riskier investment for creditors.
There's no question that unsecured debt is riskier. But if one account is an outlier, there's usually a reason for that. And all the reasons you mentioned above, have to do with total debt, not with that one account (we're talking from the perspective of a creditor considering granting additional new credit).
I've been waiting over 5 years with bated breath for someone to say that!

The 95% I wasn't sure about, but when I say 100% and 99% it's a difference of over your limit (> 100%) and maxed out (<99%).


I'm not even sure if there's an over the limit penalty.  Visa Sigs etc routinely let you go over your limits.  You just can't revolve the balances over your limit.

Anything over 89% is considered maxed.

FICO algorithms don't care about your 0% balance transfer.  They don't care that you just put a roof on your house and wanted miles.  They don't care you bought a server farm and wanted AMEX protections.  They don't care you were MSing your XXX card at XXX merchant for a 3% profit.

What I said has nothing to do with my feelings. It's logic. I am not familiar with FICO algorithms to be able to say how they work. However, any algorithm that doesn't treat an outlier data point as such (not saying it should be ignored, but it definitely should be examined separately) is a flawed algorithm IMHO (which might be why manual underwriting would override it).
