SPG 3 marriot points per dollar

Does July spending on the spg get 3 Marriott points, the statement is gonna close in august, hence the points will only post in august.

Does it go based on when you spend or when it posts, and it will only be 2 points!?

Maybe off topic, but in Canada, Amex MR transfers to SPG 2:1 . After August 1, they still aren't telling what the ratio will be. Is it worth converting before?
BTW, Canadian MR only converts 1:1 to avios and Aeroplan.

I meant that those are the only 1:1 transfers in canada. The others are 0.75:1 .
