is Amazon the New Costco for Amex?

with all these promos it seems like amex is trying to get all amazon sales. is this official or just behind the scenes?

I don't understand what you are trying to say here... They don't even have a credit card with Amazon

Amazon charges you 1.43 points per penny, they want people to pay the full order with points, probably profitable to all parties, Amex does it with other stores, BTW it's also Citi and Discover with these points promos, it's the best value for a CC company when the consumer uses it for store purchases as any noob DDFer can tell
