Jews have been living in this area since before the 13th century.
Around 98% of the population of the country are Muslims (but are very friendly to Jews, I was seriously impressed with the way I was treated).

My BIL is from Baku, and he talks about the antisemitism he experienced growing up.  Maybe friendliness toward outsiders.

Perhaps he grew up during the soviet era? I fondly remember walking from shul in baku with the shluchim, holding our arba minim. Passerby greeted us warmly, drivers waved us through etc. This was just a few months ago.
