Many people have also had better luck writing to the office of the President for reconsideration on Citi cards:

just called reconsideration she said she can't approve it because of lack of verification refused to negotiate.
ONE HUCA did the trick

It looks like the phone number on the application needs to be in their verification database (and match the applicant's name) in order to approve the application.
Did they request anything else during your second call or just approved you?

You can keep trying, but it appears Citi and BofA are both very inquiry-sensitive right now.

I suspect banks like Citi and Chase are being extra careful right now with cards like the Prestige and CSR, since the churner blogs have been pushing the "apply in November so you can triple-dip the travel benefit" idea.

But what shocked me is he was able to see my BofA inquiry even though I applied for the BofA card afterward. I didn't know they could do that. BofA was approved in 2 minutes after it went  pending.

Maybe the Prestige app wasn't processed immediately. It's also possible that, as when a consumer requests a credit report, Citi gets the most recent version of a report each time they look at it within X number of days after the initial pull.

I've got that. It can be a challenge to get a business card from them.

Applied for citi AA biz and personal, biz got instant approval but the personal got denied. I called the EO and the rep told me that it got denied because of the 60 day rule and that my credit hadn't even been pulled for it. DROPR?

Last I knew, Citi didn't allow more than one CC app within an 8-day period, and some reports elsewhere have claimed Citi now allows only one every 60 days.

8/65 rule.
That applies if one is biz and one is personal?

A friend of mine applied for the CITI THANKYOU® PREFERRED CARD for her FIRST credit  card and was denied. She called reconsideration a few times and was not even allowed to try to plead her case was just read a script and hung up on. Any suggestions? Any way they'll accept her?

I heard citi is generally relatively easy on new applicants
