What you do is have participants state whether they want to enter a ticket for 1 spot or 2 spots.

At the drawing, if a 2 spot ticket is drawn, the game is over. If a 1 spot ticket is drawn, draw more tickets until another 1 spot ticket is drawn.

Would have to come up with a model to fairly price the tickets but I'm thinking the relative price of the 1 vs 2 spot tickets would be dependent on their distribution. You'd also have to assign the relative values of the prizes. 2 spots is more than 2x the value of 1 spot, correct?
The whole idea was to lower the price of tickets, or lower the number we need to sell. This wouldn't help.

Well I don't know how to solve this riddle.
If one is doable, and the other is questionable, let's go for the doable one. If you win it, and you wanted 2 slots, you can still take the cash, buy another spot, or gift it to someone else.

I don’t know how many ppl will turn away 25k to go on ANY cruise
We have to remember that the ppl buying are willing to pay all about $100 or so for this

  you will never find any raffle for a travel prize for only a single person and I would  guess the reason is because most buyers are married.

or because most people do not go on trips alone. but most people dont go to antartica either.

Agreed, this is about getting the cruise for super heavy discount in a fun way. If you wan to win $10k-$50k cash, there are more then enough auctions happening for that type of prize.

If winner doesn’t want cruise (which is what they entered for), they can get $3k-$5k cash and pick another winner.

Well that's his choice. Going into the raffle he knows the risk. Perhaps have the option that he can get his original $100 (or whatever) back if it's too much for him to Shell out. Or have a pre set amount everyone agrees on that the pot must raise or all the money is returned
