Everything was included when I was there around the same time. Nearly every drink I ordered included  vodka.

I think the confusing part is "premium drinks" and "top-shelf" alcohol. Can you make a premium drink without using top-self alcohol?
IIRC there was a charge for imported beer.

Interesting. Maybe the bartender meant that a vodka MIX was called premium. I had asked for a vodka ginger ale and he had said that it wasn't included. Maybe a cocktail is called premium. I guess YMMV

I had a bunch of vodka seltzer and vodka lemonades, among other cocktails. I did get a suite, so perhaps that made a difference.
