Because they are schlumps...a lubavitcher with his shirt out signifies a guy on the move.. running to mivtzoim etc.. but a tucked shirt is some snag feh!

I tuck my shirt in shabbat but not during the week, but I dont wear dress shirts during the week.

Don't know why you posted that here, that guy clearly isn't Lubavitch. He is neither wearing his shirt out, nor wearing jeans. He may have been drinking vodka, though. There's no real way to figure that out.
