Iianm, generally those that don’t say tachnun all day, father/mohel/sandek wear kapota, grandparents (if not sandek) usually will, everyone else regular jackets.

Ok I will bite. I don't wear hats and when I seldom do wear a tie it is always made. Only a slob would not have it made. Sort of like not tucking in a dress shirt or wearing your shorts at your knees. Good enough or should I continue?
