seller's cost depends on the multiplier.  Sometimes one gets 10X sometimes one gets 5X or 8X.  In the old visa/master card days the cost is $5.95 per card + ~$1 cashout - points/cashback benefits so mostly cost is negative and gas points are just icing on the cake. The extreme case of some of the physical happy cards were 0 cost (i.e 500 in and 500 out). Nowadays the cost varies as liquidation cost varies based on what giftcards are involved.

The supplier of the GC's changed. Promos on the GC's will be scaled way back. These promos are how fuel rewards were generated. This is what is expected based on other areas this has happened to.

From the buyers perspective, its the equivalent of paying $40 per fillup. Plus you will get the credit card pts from paying for the gas at the pump.
