Hi does any rental company not charge or have a code waives the fee for returning a rental to a different location?   (I have national EE , hertz presidential.... if that makes a difference)

Shop around. In my experience I have found that while some agencies are charging high fees another one might be charging nothing or minimal fees. It often depends on the specific agency's inventory needs.

Also try using Costcotravel.com. I got excellent deals there quite a few times.

Hertz charged me $6 to drop off locally instead of the airport, changed it over the phone after pickup.
