My credit score listed on Amex dropped by almost 30 points this month (high 700s to mid 700s). Can that solely be attributed to opening new accounts and closing others? I opened at least 4 cards within that timeframe.
how are your credit to debt ratios?

Did TU recently change their policies with having 2 pulls within 30 days removed? Just called and was told that I need to get a letter of deletion from Chase. HUCA?

Should be fine (don't have a spreadsheet with an exact calculation). I forgot to pay 1 or 2 bills early but those were still only at 10% at statement close and then there were a few .0000001%.

Is there credit to debt ratio on charge cards? Should I keep a low balance before the statement closes?

How did you ask?
Applied for a card but there's a duplicate pull etc. I've done this before so I know what to say. I actually did it today with EX and they took it off.

I asked cause I know someone who tried with EX today and they too told him they he needs a letter from Chase.
Maybe it's a chase thing.
He may not have asked correctly though.

Update. Huca, EX took the pull off.

I was sure I saw a DP that someone removed a 2nd Barclay's pull on TU.

I've done it with TU before, on multiple occasions.

You can get it done but it is not like EX. EX looks at as duplicates but TU doesn't.
