My experience this week was the exact opposite of this post. My wife's room must have been in one of the rooms that was flooded because the second we walked in there was a potent rotting carpet smell. I immediately contacted the front desk and they moved us to a different room in the same Royal West Tower. Unfortunately, that room smelled too, though not as bad as the original one so I went back to the front desk and they agreed to upgrade her to The Cove for the rest of our stay and waived the per-person room charges for the kids and the daily refrigerator rental fee they normally charge at The Cove (though they wouldn't waive the resort fee). The staff at the Royal check-in desk were fantastic (especially Lauren) and were sympathetic and helpful. Every single staff member we meet was friendly and nice and asked if we were enjoying our stay or if there was anything they could do to improve our experience.
The property and the water park were great - we didn't even mind the worn looking rocks and other features. You have to look hard to notice them. After all, it's supposed to look like ruins from the lost city of Atlantis so it fit the motif. The grounds were impeccably kept and we saw the gardening crew trimming bushes and cleaning seaweed from the beach every morning before the park opened.
I think the blogger's experience was an anomaly - the result of a major event that the staff was not equipped or trained to handle.
Bottom line is if you did the Caeser's match and have an opportunity to do Atlantis you won't regret it.
