If you are a resident of Georgia, Illinois, Kentucky, Michigan, North Carolina or North Dakota, you may buy Mega Millions tickets online by registering with the lotteries of those states. You may also purchase subscriptions for Mega Millions online in New Hampshire, New York and Virginia. You must be residents of these states to participate in these purchase options. Details may be found on those lotteries' websites.
I'm not, and don't want to subscribe. So i guess only option is to ask someone to buy one for me

I'm in a state that allows online buying.  So easy to just buy a subscription and not worry about it.

Of course you can invest at a better rate. I take the lump sum every time.
So better take the lump sum and pay high NE taxes, than take the annuity and avoid state and local taxes on future payments, for the chance that you might do better?
I've been waiting over 5 years with bated breath for someone to say that!

What is the interest rate that they're paying on the annuity?
Save your time, I don't answer PM. Post it in the forum and a dedicated DDF'er will get back to you as soon as possible.

You could do the math. It's a 29 yr annuity with payments increasing by 5% plus an upfront payment.

Difference Between Cash Value and Annuity

If you win a Mega Millions jackpot, you will choose how to be paid: Cash Option or Annual Payout. Prize claim parameters vary from state to state. Contact your Mega Millions lottery for detailed information.

Annuity option: The Mega Millions annuity is paid out as one immediate payment followed by 29 annual payments. Each payment is 5% bigger than the previous one. This helps protect winners’ lifestyle and purchasing power in periods of inflation.
For a typical jackpot of $100 million, the initial payment would be about $1.5 million, and future annual payments would grow to about $6.2 million.
When the jackpot is $200 million, each payment is twice as big. When the jackpot is $50 million, each payment is half as big, etc.

Cash option: A one-time, lump-sum payment that is equal to the cash in the Mega Millions jackpot prize pool.

Assuming the person moves to FL and claims after January 1, 2019? Because otherwise the winner will have to pay taxes to state of residence.

Blue cells are input and can be modified

Black font cells are formula based and shouldn't be modified

Green cells are output and shouldn't be modified

@EJB  @farmbochur

I'd take the lump sum and invest it unless you're concerned about money management and blowing through the money quickly. The rate of return is low in the annuity option. You can make more yourself.
