i would have thought that 2 for $4 counts as specifying. otherwise the price would say 1 for $2.

The way it works - if it's 2 for $4, it should be the same price for 1 unit, unless they write - "must buy 2".
However, regardless if they write "must buy 2" or not, any further units purchased are at the same rate.
If they want to only discount in increments of 2, then they write - "must purchase increments of 2"

In theory you guys are right. Bingo is here to show us that they don’t care [like with the baggers] and this is one of those things. It happens to be common to practice to specify “Must buy two“ but they’re not bothered.

As already mentioned, BP/target is servicng a different demographic. When you're shopping with 4 kids under the age of 5, it gets very difficult to bag your own items.

If every chain store without exception makes sure to put must buy x in the small print unless they charge the same for a single unit, that’s tells you it’s more than just common practice, it’s likely required under state or city consumer protection statutes.

The answer is that the sale sign is specifying a special price if you buy 2!

Because no one else does it this way. When you buy 1.5lb tomatoes on sale for .99lb, do you also expect to pay full price for the extra 1/2lb?

No, it’s because marketing researchers study shoppers like they study lab rats behavior and they figured out that people buy significantly more when you advertise an item as $10 for $10 rather than $1 a piece, even though shoppers can buy one item at the sale price even when the offer is 10/$10.
