I was trying to bring out if someone is a thief, he will pocket items while he's walking around in the store.

You have all types of thieves. some would be uncomfortable putting stuff in their pocket but walking out with a cart pretending they paid is easier.

I'm sure theft is an issue in all stores, unfortunately. But other groceries in town are able to implement loss prevention programs without making people wait to have their receipts checked on the way out. And I imagine it's still easy to have extra items in bags that the receipt checker wouldn't notice - as opposed to Costco, where nothing is bagged and they can quickly scan your cart and receipt and see everything.

Well, pricing things in CAD is an automatic 25% discount.

Bingo and all stores for that matter have a very easy way of thwarting anyone from going over the limit (they can actually use the membership card for a purpose)they can program the card/account to only allow the sale once (they can program it once a day or however they wish)... Granted you can get multiple cards but there's a limit there..
I thought someone would ask a shaila if it's right for stores to advertise sales and never have the items in stock?

 They did now. I picked up the eggs on Sunday, and happened to need another couple dozen tonight. It scanned full price. The cashier told me it’s now programmed  to limit the specials to once per membership card.

I wouldn't do per week - that means if I need to get a few more items later in the week I have no incentive to go back to Bingo...since they listen to my ideas I would change it to once a day...(btw there's always Google voice for more accounts)

Ethical - probably not - Halacha?  The store does not write anywhere about one time per week or that you can only have one account..Bingo Makes terms beyond the standard practice of any supermarket in the USA and does not let anyone know..such as  2 for 3 dollars and they don't write must by 2..how many thousands of people were deceived? And now going back to the store a different day and not getting the sale price? "No shtick No Gimmick" they ought to think of a new motto! If they were to write clearly you can only have one account and sale is limited to 1 time per week then I would think to ask your lor...

Fish for $1 is very cheap especially this week when everyone is using it. Sports cap water is also a good deal.

Which part of "2 for $3" doesn't say it's for people buying 2?

+1. While most supermarket chains do prorate the discount, I don't think it should be expected, unless you know the store policy, or the language of the ad is obvious.
