I ordered this

I was charged $730 but I received a $2 orange box cutter,
Amazon claims that the item is on hold because of inventory issues but this whole thing doesn’t make sense they’re offering a refund but this was outright fraud (probably a mistake) and they should be held accountable for it.
Item was sold and shipped by amazon,

Any thoughts?

Call them up again and tell them you want the chair. See what they say. Hopefully you just got a bed rep and the new one will give you a better "deal" (credit or such).

they knew about this issue beforehand and didn’t cancel it and neither did they notify the customer about what coming.
But I still don’t think they wanted to commit fraud

The product page started showing a picture of a box cutter more than a week ago and then They put the item on hold due to reports of the wrong item being shipped.

So instead of putting all these orders on hold they just shipped out the box cutters and charged my credit card $730

And that is what you are calling fraud and feel they need to be "held accountable"? A refund for a price mistake and mislabelling is reasonable.

Amazon is such a big company. There is probably a crew in charge of fixing mislabeled posts, and then another to deal with inventory issues... I can imagine they have good communication but things can still get mixed up.

I suspect the Classic trick. Hijack a dead well ranked and reviewed listing... Only here there was still dead inventory in stock.
