Issue is the people who don't get off the off the plane if it gets delayed.

If you're talking about the LY8 fiasco, that was scheduled to land 2:30 hours before shkia. This is more than double that buffer.

I wouldn't book such a flight in advance, but I'd have no problem booking a flight arriving 5:10 before shkia given the circumstances.
