Carry-on leeway

Is there a leeway for carry-ons that are a bit oversized (not in weight, just length)
Its this luggage https://www.amazon.com/dp/B00KTAG2BW/?tag=cl03f-20&smid=ATVPDKIKX0DER
Will it work for Delta or Jetblue as a carry on?
The dimension are 24" x 16" x 9" while i think the official allowed size is  22 x 14 x 9 in
I wonder how many miles I've scrolled with my finger

I have flown both airlines many times and have never had my carryon examined too closely. You should be fine.

delta at LGA going to YYZ on a small plane were sticklers with carry on's.

My experience most US Airlines are not sticklers while European airlines are.
I have more experience with overweight carry ons then oversize carry ones though.
I have had a knapsack that is way over the personal item size limit and no airline has ever said anything to me about it.
