In the end, the court ordered Tel Aviv to go along with their suggested compromise. However, Rosh Yehudi (the org. that wanted to daven outside) decided that it wasn't worth the controversy and will daven indoors this year. (If you recall, last year there were outdoor fights - on Yom Kippur! - and Rosh Yehudi says nothing is worth the risk of that happening.)
