In the end, the court ordered Tel Aviv to go along with their suggested compromise. However, Rosh Yehudi (the org. that wanted to daven outside) decided that it wasn't worth the controversy and will daven indoors this year. (If you recall, last year there were outdoor fights - on Yom Kippur! - and Rosh Yehudi says nothing is worth the risk of that happening.)

Also, heavely justified, as long as they actually do the development.
It's a major problem in many neighborhoods that density is increased greatly from what it was before w/o any improvements to the infrastructure
