I dont know your exact buisness model, so hard to tell you.

Their are many small business owners that dont know how to efficiently manage travel for their employees. They are just to busy.

That may be true but that doesn't mean they can afford to pay someone else to take care of it for them.

An existing gift store can offer this service to bring in more business. Not so sure it can be adequate to be a business on its own. Also, a gift store profits on the item itself and has the selection of items already.

I don't see small businesses paying more than it would cost to have a secretary take care of it.

Instead of people paying for long term parking at the airport, I'll rent out their cars for them to arriving passengers. Obviously not gonna work for many people but I think there's enough people who'd want this.
I'd need a few parking spaces to hold cars the are not being rented immediately.

why not? A secretary can get bogged by many different tasks and besides she isn’t an expert in most. My idea is to provide full attention to these areas providing attention and expertise.
