How to get targeted?

Is there a way!?

Perhaps instead of asking to have an offer notated, one can ask to have it mailed? Or, when it's possible, find out who they target and try to be a part of that group?

To my knowledge, the targeting of each creditor differs, and no one has conclusively figured out how any of the systems work.
