So it seems that service and amenities will be similar to Polaris Business.

Good news about using GPUs. They will still allow upgrades straight to business.

No news yet about how much the rates will be to redeem yet for upgrades, and for award redemption. I hope business won't move further up and replace the old first class levels.

From OMAAT, it looks like the 77W PE configuration is 2-4-2. That would mean the Dreamliner is probably a bit more spacious in PE (even if that just means wider aisles)

SQ has their own PE, so yes. They charge 45k from JFK to FRA iinm. I'm not sure what the price to TLV is, though. I don't think LH PE is bookable with SQ online because they lack the PE from Germany to TLV.
Does anyone know what they charge for AC PE YYZ to TLV?
