Same for taxi drivers. I am surprised you do not feel it is customary to tip taxi drivers in the US.

I tip if they are friendly and/or helped with luggage, otherwise not.

I tip my barber because other people do and being that I want good service next time it's worth a $2 investment.

In the US you tip for taxis, I don't know why that is, it just is.  Then again I've been in maybe 1 taxi in the US in the past 3 years.

And not tipping a waiter is downright dangerous if you ever plan on returning to a restaurant.

I know it's customary to but I don't see a reason why I should unless some specific case that was diff, (example as stated above)
And like you have some cab drivers that will ask even when they did a horrible job, like once by me he lost the way for a few minutes and asked for a tip when I didn't give him!
It only makes sense to pay the meter .
Do you tip your cashier at grocery store? Do you tip you city bus driver? Who decided taxi drivers should get a tip?

Na, moshiach barber will do the same quick and "scratch back of your neck with razor" job whether u give him $15 or $10 (the norm) ;)

Anyone tip the UPS driver during the Mint deal? Mine receive $100 at Christmas. The service I receive now is unbelievable. All deliveries by 9:30 as if they are next day air. When it rains or if it is wet out all packages are in plastic bags.

i only tip if he works for someone else. if the taxi driver works for himself, i dont think a tip is in order unless he does something extraordinary

1. The person actually deserves it.
2. I don't want horrible service etc. in the future.
3. I feel it'll be a "chilul hashem" if I don't tip.

for 100-150 pkg a year and he "does" for u i understand -- when i lived  most of the year in nyc -tipping was  the normal -- now in europe , very very little tipping -- much better this way -- not because u save money -- overall for whatever reason  i find u get better service --- tipping makes someone truly  subservient

I've noticed in friends of mine there being a chasm of a difference between those who have worked in service and those who haven't in regards to their tipping practices.  IME folks who have bussed tables, taken orders and done lower-level jobs have a greater appreciation for the work involved and tip more than folks who might have higher paying professional jobs (or buchrim who are just sort of used to scraping by and don't feel indebted to those who serve them).  This is also seen regarding tzedaka where the middle class tends to give much more per capita than those in higher tax brackets, at least regarding akum, not sure if I could say the same for the chevre.
That being said, when I lived in Japan for a year I was only too happy to go according to the local minhag and never tip, no reason to encourage a practice that they don't hold by.  But in America and davka in NY and other states where there are two minimum wages, one for service employees (http://www.dol.gov/whd/state/tipped.htm#NewYork) at about $2/hour and a higher one for everyone else, I think the backronym 'To Insure Proper Service' says it all.
