i wouldn't exactly call that permission.. they can't really do more now than they have been doing.. because the drone must always remain within visual line-of-sight of the pilot and observer. it's quite difficult to pull that off in real life conditions.. because as soon as the drone needs to land at someones doorstep its no longer in line of sight..
Unless they launch them from a mothership hovering in the air above the city...
