You can be oiver ribbis ketzutzah by agreeing to a loan and borrowing the money, even if there isn’t one cent of interest actually charged in the end (like a credit card that’s paid off monthly)

It seems according to those who hold it’s not like a bank, the reason would be because of the structure of the union, not percentages per se.

I don’t think a publicly held bank is an issue according to most poskim, even if the majority of shareholders are Jewish. See Aamtrust.
