The only ones benefiting are the builders

The only ones benefitting are the builders? How about the homeowners? their homes are worth 3 to 4 times as much as 10 years ago.

Homeowners usually  want there children to be able to live comfortable within their proximity.
off course they enjoy the fast cash unless you have a lot of real estate the pleasure isn't that great.
the goal of the askonim was that local residents should have where to live and not exclusive for out of towner's that are willing to pay a buck.
