You can apply for a new Chase card (or cards with a 2bm) and then call in to have the credit line moved over if needed.

If you don't need to close the account down to get the new card(s) approved then you can just close them later on.

AFAIK you make an incorrect assumption.  Applying for a new card, any way it is done will amount in a credit pull.  The way to do this is to apply online, go through the credit pull and then if not approved then call up and ask to move the credit line and close the old account.  If you do get approved without moving the credit then good for you and decide to cancel or not....

Wrong. You will get a pull no matter what when applying for a new card.

If you close a card without moving you credit line over  basicly if you loose credit line with a bank it hurts your credit score
