Why would NJ make such a ridiculous law?
The Law in NJ makes a lot of sense it basically states that you may not sell "rip-off" GCs (ie: no expiration dates and no cards that can't be used for all purchases from that merchant.)
AA does not let you use them toward baggage fees or inflight purchases only for new reservations.
for some reason the state of NJ wont allow you to purchase AA GC from there site, as im trying to buy $100 GC on my AA CC which I would get refunded as per the promo I signed up for...it wont let me

Yes. change your address with Citi then buy a virtual gift card from AA then go right back to Citi and switch your address back
this works for Amex Platinum.
I would suggest doing it in the last week of the cycle so you get your credit before it cancels but YMMV!
