delta pay with miles help

i'm looking to book a pay with miles ticket, the problem is they only show you if it's eligible for pay with miles if you're signed in and have at least 10k miles in your account; i don't.   could someone that does please check for me   
Delta  577     New York-Kennedy (JFK)     8:25am     San Juan (SJU)     1:31pm   and returning   
Delta 578     San Juan (SJU)     8:15pm     New York-Kennedy (JFK)     11:29pm

Don't they allow any ticket to be booked using pay with miles as long as you are eligible to pay with miles?
