Probably not.  :-\
You can't fill this with a credit card.  You can only "load funds" with an AMEX card.  I doubt it counts as a purchase.
If you don't care why would you comment?

even if it counts as a purchase, you can only withdraw up to $200 bucks a week.  that's a lot of months to take out a few bucks for free.

Yup. But (for argument's sake) you can do more than one card. Just two other points:
1. These are a possibly an F/R trigger.
2. These probably would not count toward's a spending bonus, it seems that they recently stopped awarding (regular) spend points for loading these.
