I think you are misunderstanding the whole concept of a siyum during the 9 days. It is not that once you have a siyum you may eat meat. The siyum is a way of making it into a seudas mitzva which can then mean that some hold you may eat meat. You are bound by the halachos of what will be considerd a part of the seudas mitzva. Having a bit of beef jerky outside and then going in is not likely to qualify.
Can a seudas mitzvah start in 1 location and then continue in another I think is the question.
