I have 3 flights available and I am unfamiliar how much time it takes to get through Newark's customs and luggage to re-check my bags.
The flight would be a continuation so I am not necessarily leaving the building and going back through security.
My options are 1.5hr, 2.5hr and 3.5 hr layover.

You clear customs, then have to recheck and reclear TSA, so keep that in mind.
I'd take either the 2.5 or 3.5 depending on risk tolerance and if you have some sort of lounge access.

Not having GE is the real wild card here. Consider applying for it?

You will also likely have to change buildings, take a train, and reclear security.

With GE you can do 1.5 hours, without it you'll need at least 2.5.

Pardon my ignorance, if it's on one ticket, who cares? book the shortest allowed connection, and if there's a delay you'll be rebooked...

biggest time delay is having to recheck bags in EWR
last arrival I was thru GE in 5 min then waited 45 min for bags  :(

That's crazy. Didn't happen to me flying JNB-EWR-CLE with a 45 minute total connection time (due to departure delay) and B-C terminal change that I made!

correct not only were all bags delayed but my bags were tagged priority and  only came out close to end..
still waiting for United customer service to get back to me abt this (and many other complaints)
