Nobody can give you a percentage-based risk assessment. YMMV means exactly that. It all depends on your individual spending patterns and history with Amex. And probably a fair bit of luck as well. If you can't pass an FR, don't risk it.

I can pass an FR, just don't care for the headache. I have a good history with amex but only going for 2 years.

I guess I'll start slow, depending on how desperate I need it.
