American Express Clear

Does anyone (Dan) know what the deal with the American Express Clear is? It sounds good with no fees, and low apr on balance transfers etc, but I can't find what the apr on purchases is after the first year is? Also, what type of point system will it be using? And, is it going to be tough to get approved?
