Declining Liability Insurance

I rent cars very often in NY State and I always decline liability insurance, this is because I once saw in the fine print of the contract that, according to law, the rental company is supposed to cover me for up to $25.000 even if I don't purchase any insurance.

Would the above rule apply if I drive the car OUT OF STATE? (rental takes place in NYS).

I DO NOT have personal auto insurance, I do not own a car.

25.000 isn't a lot for liability insurance if g-d forbid something happens. just be carefull.

If I'm not mistaken, coverage only applies in NYS.
Couldn't find it online though

Liability insurance must extend out of state or you would not be allowed to drive in that state. However, they do not require that you have the min required in that state, rather home state levels will suffice.

IIRC it goes by the state the car is registered in.

So if you rent, say, at Avis in NYC and they give you a car with PA plates, then it won't apply?
