The question came because of reports the offer was made, and instead of denying it, he said it was on the table and had been discussed. Remember, Bibi is under extreme pressure not to negotiate at all. There are members of his government who threatened to quit if he does, which would mean no government in middle of a war! Which is why many were surprised he moved ahead with offering a deal in the first place. So if he's admitting that something is on the table, that is almost certainly saying the offer was made.

I think you are reading too much into it but could be wrong. Going to search to see if there is anything from the US if this was being offered.

Anyone who has been in negotiations knows this is not always the case. Sometimes it makes it worse.

They didn't hold off from invading Rafah for 5 months. They had other places they needed to take care of first.
Troops that were being used in other places were moved into position for Rafah.

This is entirely speculation. We don't know either way.

The official said that Hamas leaders have also refused to leave Gaza and are demanding that Israel fully withdraw from the territory and allow Palestinians to return to their homes.
