Underage rental in Israel

For someone under 20, is there way to rent from the big companies?
It has been reported USAA/hertz doesn't work

with the big three in israel Avis,Hertz,Thrifty you will not be able to rent under 21 regardless of your corporate account. Ive heard that there are small rental companies that do rent but i dont have any more info.

I actually know that by avis its not a computer block out to rent to under 21, so maybe there are people that pull it off.

I have been there and saw a friend of mine that was 19 rent
